For empowering the poor and marginalized by strengthening their perspective and skill is a development challenge. Policy advocacy is a powerful tool and has crucial role for strengthening the public service system. The 73rd amendment is considered as a revolutionary step in the right direction towards empowerment of the poor and vulnerable. Unfortunately process has not created much changes in the lives of the poor and marginalized as because the benefit of the development initiatives is either being forfeited by the privileged section or the ruling parties not shown political will & interest for their vested interest. This subjective discomfort enforces to develop programmatic objectives to ensure democratic decentralization and people
